Haikou, China — China has marked a new phase in the development of the Hainan Free Trade Port (FTP) with expanded policies aimed at attracting investment, boosting trade openness, and strengthening its role as a global economic hub.

On December 18, 2025, Hainan FTP officially launched island-wide special customs operations, designating the entire province as a distinct customs zone separated from the mainland. 

This allows freer entry of overseas goods, broadens zero-tariff coverage from about 1,900 to over 6,600 tariff lines, and improves incentives for trade, manufacturing, and logistics. 

Officials say the reforms support a business climate with more efficient clearance, lower costs,, and broader foreign investor access.
